I neglected to note in my previous post that the 1906 law required a copy of
all naturalization papers from that point forward to be sent to Washington,
DC. Although this agency has had various names over the years, the records
have been maintained by the immigration service, today called the
USCIS--United States Citizenship and Immigration Service--part of the
Department of Homeland Security. Although they have recently agreed to turn
over some of those records to the National Archives, they do maintain a
master index, which unfortunately is not yet available to the public.

To learn more about their holdings go to http://www.uscis.gov/genealogy.
