obtained from Delaware Vital Statistics. Records earlier than that are public
records, obtainable from Delaware Public Archives. </DIV>

<DIV>For restricted records, a copy of a record showing the applicant is the
parent, child or direct descendant of the deceased is needed. Regulations have
not yet been adopted on issuing certificates for genealogical use, and it isn't
clear whether other relatives of the deceased will be permitted to
obtain copies, or whether applications from unrelated genealogists are accepted.
The same requirements apply to both mail and in-person requests, and costs are
