<div> Territories went through at least two stages:</div>

<div>Unorganized, where the U.S. owned the place but had not yet endeavored to govern it. No U.S. officials were present and there were no guarantees of constitutional rights. Folks could enter the territory, but were pretty much on their own. </div>

<div>Organized - The U.S. government was present - often, at first, in the form of a Territorial Governor and an Adjutant General; later with county governments, a territorial council etc. Constitutional guarantees were in place and attempts were usually eventually made to enforce them.</div>

<div>The U.S. Census should have covered organized territories. The special territorial censuses that were referred were usually taken as an effort to evaluate the population to see if it justified accepting the territory as a state. There were also censuses/surveys made in some territories to estimate the tax base - the U.S. government did not want to bring a territory into the Union until it could suppor itself. Some of the special census have minimal data, but others are fairly rich.</div>

<DIV>Once an area was considered a US Territory, census records were ususally kept. Some of these were special censuses, meaning that they were not necessarily kept at the regular 10 year interval that censuses were kept for the then current states of the US. You might find a census every year or so because the US government needed to know how many people were living in that territory. Some of these censuses are statistical and some list the heads of household and the number of people living in it. It really depends upon the reason that the census was taken.</DIV>
