[APG Public List] Tennessee marriages

Does anyone know if there were any restrictions on the issuance of 
marriage licenses in Tennessee circa 1851? Specifically, I was told 
that in Kentucky at that time the license had to be issued in the 
county where the bride resided. I want to know if there was something 
similar in the state of Tennessee and I'm not having much luck trying 
to find out. Guess I'm looking in the wrong places.
