I suppose this means that any researcher in NY who charges for their
services will have to set up a state tax account and collect a sales tax to
report to the revenue department. If I read the publication correctly that
is what I am discovering.
FL has a number of services which must collect sales tax but genealogical
services is not one of them.

A heads up to New York State based researchers:
New York State has implemented, as of 19 July 2010, a new way to raise
further revenues. Those who deal in information services must, as of 1
September 2010, begin to charge, collect and remit sales tax on their
products.
"Genealogical research services" are specifically mentioned. See page two
of the flier which can be found at the site listed below.
