According to the website, listed below are the records covered which begin
in 1906. For anyone with ancestors who arrived and were naturalized earlier
than that, the program is only helpful if they applied for a visa during the
listed time period. In my case, my ancestors arrived 1850s-1870s and were
naturalized before 1900.
Records available through the USCIS Genealogy Program:
Naturalization Certificate Files (C-files) from September 27, 1906 to April
1, 1956
Alien Registration Forms from August 1, 1940 to March 31, 1944
Visa files from July 1, 1924 to March 31, 1944
Registry Files from March 2, 1929 to March 31, 1944
Alien Files (A-files) numbered below 8 million (A8000000) and documents
therein dated prior to May 1, 1951

Why do you think only 5300 requests were made for this new USCIS genealogy
program, which was "fewer than expected?" Not enough exposure about this
