[APG Public List] dog tag number

Hello, 
 
A fried got a photo from the flea-market taken in my hometown somewhen  
after the occupation (March 1945)
 
On the back side the name "Capt. Sidney Caruso" appears and a serial number 
 "O-863077"  or "O-8630771". 
 
How  can I find out more about this Captain?
