Patty-
Buying something (a book, a card, a letter) doesn't convey copyright. It
makes no difference whether the person purchases the card with regard to it
being or not being under copyright. The person might own the copy of the
book, letter, card, and can buy and sell that copy--but that has nothing to do
with copyright.

I would suggest that if the card is available on ebay and is of
genealogical
interest to someone, rather than trying to copy the image (which often has
that annoying camera watermark in the lower right corner), just buy the
card
if it is not overly expensive.
