It was just programmed that way.
Orientals have complained that their names (first or last) often
consist of only 2 letters -- ZU or HU for example, but the search
engine won't accept them as valid entries.
BTW, you _can_ search for two initials, e.g.
"D G" Whiele
The white space counts as a character.
