[APG Public List] travelling as a naturalized citizen

Hello, 
 
I'm still researching my grant-aunt 5th grade who got naturalized in 1920  
and - before going overseas - had to get a U.S. passport  - uhm, I assume  
she needed one to be allowed to travel overseas, right? 
 
If so, what would a not naturalized men or women residing in the U.S. have  
to do to be allowed to travel overseas?
