If you mean access online--perhaps, but if you know WHERE and/or  WHEN in 
NJ they were married you should be able to get a copy from the  state or the 
municipality where the marriage took place.

were married  sometime around 1940 in New Jersey. There are no marriage 
records I can access  from a date as recent as 1940.
