[APG Public List] "caucasian" instead of "white"

Hello, 

Reading the "Declaration of the Intention" of a woman from  1917 she states:

color white
complexion fair

I read that:  
color of skin: white
color of face: "fair" = bright?
 
Or what is the difference? And why is there a difference?

 for color of skin.

Can someone tell me the reason for that?
